IIS and SMTP - email can not sent out

My PC is windowXP pro, install with IIS5, with cdonts.dll.
I have using test ASP script to try sent email by ASP,
I find it works, but all email stored in waiting queue folder
"C:\Inetpub\mailroot\Queue"
but no action taken!

Whats wrong of this issue!?
