IIS and SMTP - SMTP Socket Pooling refuses to disable

SMTP Socket Pooling refuses to disable - IIS 5 + Exchange 2003

I am trying to turn off socket pooling for SMTP. I've successfully turned it
off for everything but SMTP. I've tried mdutil.exe to turn it off, I've tried
MetaEdit 2.2, but even though both methods apparently have been accepted by
the system (no errors, all returned messages are as would be expected if the
procedure was successful) still netstat-na returns 0.0.0.0 25, so pooling is
still turned on! Can anyone make a suggestion as to why I cannot turn it off?
What could I do to enable turning it off?
