IIS and SMTP - Mail not being delivered...help please...

Internal AD domain: cgi.ahw.com
External real domain: cgi.health.gov.ab.ca

There is a server cgi-ahw03.cgi.ahw.com which has IIS 6 on it. SMTP
server is installed.

Applications on the network that send notification emails are using
cgi-ahw03.cgi.ahw.com as the SMTP server. Unfortunately, the emails
are not going to anyone with an address of @cgi.health.gov.ab.ca.
Emails do get thru to everyone else (hotmail.com, etc)

Any ideas why?

The SMTP logs would help you track this. Also check the badmail
folder.

The logs are showing

Action: failed
Status: 5.4.0

Why!?
