Author different results in NT 4 and Server 2000

hi,
in the NT 4.0 Index server, when I execute a search with
two or more words the result pages is always of that they
contain word1 AND word2.
we have upgrade to Windows 2000 server and the result for
the same query, for the same files, are pages that they
contain word1 OR word2.
In NT 4.0 the query for Luciano Pagliarini result in 44
documents found. The same query in Windows 2000 server is
more than 5,000 documents found. i believe that is because
the query return pages that contain the word Luciano OR
the word Pagliarini.
In the registy, the values are the same, at least those
that are common between the two systems.
This is the .idq file:

But, I'm not using wildchar, I'm only using:
CiRestriction=%restricao% AND #filename *.|
(htm|,html|,dummyext|)
where restricao="Luciano Pagliarini" without the
quotations marks
unless the expression #filename *.|(htm|,html|,dummyext|)
can cause the problem!

I might have an additional observation:
Using Dialect 1 with Indexing Service in Server 2003 re-introduces wildcard
search nicely enough, but causes another behaviour that differs in an
unwanted manner from the "goold old" index server. Namely, the loss of
"freetext" search, unless the query explicitly includes the '$contents'
property specification. I.e. using Dialect 1, this query:
system management
is interpreted as a phrase search - "SYSTEM MANAGEMENT" (equivalent to
@contents SYSTEM MANAGEMENT) - instead of the desired "freetext" search for
both words, in any order (almost, but not quite, like the query SYSTEM and
MANAGEMENT).

Apparently, this situation forces the developer (me) to parse the user's
input search string and sprinkle the generated query statement with
conditional insertions of "@contents" and "$contents" depending on whether
the input contains the special characters * or/and ". That was not necessary
with the old index sever, which to my knowledge supported a mixture of
"phrase search" AND wild* searches [a self-explaining input
search string]
with no need to augment the user's input search string.

Is there a way to achive the combination of phrase, freetext and wildcard
search without the explicit use of the CONTENTS property in the query?
