IIS Index Server - cisvc occasionally starts up and prevents querying

cisvc occasionally starts up and prevents querying

on a W2k Machine, IS just seems to randomlt take some CPU time in a block
and prevent query access...when you look at the display it says 'Started'
and 0 documents to index so it should not be doing anything ...can anyone
suggest what it might be doing ( I know it does merging etc at midnight or
so, but that's not when it happens..it's at 10:00 A.M. ish or so......)
