Is there a way of giving users read-only access to the Indexing Service
console? I have tried creating customized consoles but they do not
contain anything when opened by a user without administrative
privileges.

There seems to be a permissions or privilege which is required but I
have not come across anything so far.

Hi,

why should a normal user access a administration utility?

1)If you really want this; you could try to use the RunAs tool -->

Use that tool to run the MMC by a admin. account. But: you have to enter
a administrator password in a batch file of shortcut

I think this is not a preffered method

See (on the left) "installing the samples" if you want to build a
searching interface for normal users.
