| UPDATE -
After viewing the event logs, there is a failure that is logged whenever this happens:
The server failed to load application ''. The error was 'The specified metadata was not found.'.
Source is W3SVC -
Like I said though, this only happens with the first user...

| Those seem to apply to if the entire IIS has stopped. Which is not the case. i did however test the resolutions and none of them worked for me.
If the probkem description of the link you sent, the application is '/LM/W3SVC/1/Root' - in the error I am getting the application is '' i.e. not determined....
