Service Attendant not starting after SP3

Hello,

I will appreciate it if someone can help. I am running an exchange 2000
enterprise server on a Windows 2000 server SP4. After installing exchange
SP3, service attendant crashes on startup. I applied SP3 hot fix, but the
problem remains the same. Event viewer error log 9149 and 1005 are logged.
