WLS7 will not start after sp5 update. Missing license file for: WebLogic Platform 7.0

I just updated my WLS7 sp2 to sp5. After the installation I receive this error on startup:

$$$$$$$$$$$$$$$$ License Exception $$$$$$$$$$$$$$$$

Unable to start WebLogic Server!!
Missing license file for: WebLogic Platform 7.0

$$$$$$$$$$$$$$$$ License Exception $$$$$$$$$$$$$$$$

I have a valid license. I can backout sp5 and I am able to startup the instance at that time.

any ideas?
