SMART-TRAVELER. and CODEAMBER.ORG may indeed be providing a valuable
service to those that sign up for and REQUEST solicited emails from your
organizations, but continuing to deny that unsolicited AMBER alert
emails are OK is just plain wrong... even CODEAMBER.ORG states this in
their own convoluted way on their website (albeit with Topica known for
spam as a partner):

Which implies that you must be a subscriber to receive these alerts. And
doesn't seem to fit with the statement "As a Public Service,
Smart-Traveler. exclusively provides the Relay and Forwarding of both

And given the information on that site are you sure that you really want
to state that blocking Smart-Traveler messages "run up upon FCC Regs,
