Author Template Designer Role vs. Channel Manager role

Even after reviewing the MCMS 2002 documentation at:
http://msdn.microsoft.com/library/d...ncepts_ywag.asp
I'm still not clear on a few issues around user the CMS Template Designer
role.

It seems that the Template Designer role can do everything a Channel Manager
role can do, as long as they are assigned to the same channels and galleries.
If there is a difference what am I missing?
