How can i get the Actual Error Message on web

I am sorry if my question doesnot belong here

I am writing a web page but when I try to open in with the Web Explorer it shows a message as

The page cannot be displayed
There is a problem with the page you are trying to reach and it cannot be displayed.

Please advice me if I want to see the Actual Error message to be be diplayed on the web page

I have tried as url&debug=true. but had no luck
