Site Server General - Catalog is always empty

My environment:
Windows 2000 SP4
SQL 2000
Commerce Server 3.0 SP3

Created 2 catalogs:
- Catalog 1 crawls Microsoft.com
- Catalog 2 crawls my development MCMS site woodgrovenet

However, the status at Catalog Build Server is always crawling and compiling.
The status in Search Server is always empty.
I tried using the default search page at
http://server_name/Siteserver/Knowledge/Search/ but it shows
No catalogs are available for searching. Please contact the administrator
for this site.
