Edit Option in Internet Explorer Toolbar

I have recently moved an application to my web server. This new web has the edit option grayed out in the toolbar and if I go to File, Edit is also grayed out.

I read another post and it stated that it was a setting in the cache on the web server. I looked at the web server set up and did not see any cache setting.

If anyone knows, could you be more specific on where to change this setting.
