When using Forms authentication is the 30 minute timeout on the cookies a
static 30 minutes from when the user logs in or is it 30 minutes from last
activity?

I set my timeouts (both of them, web.config and SCA) to 1 minute. Even when
I am actively moving about the site it always prompts for a login after 1
minute.

it should be dynamic since last activity.
