Author channel manager - extending rights

Is it possible to give the a channel manager the rights to create new groups
that can have access to specific channels? We have a large organization and
are attemtping to give others Site Manager to create new channels for their
sites. Without the ability to create new groups and give those new groups
permissions it doesn't make the ability to have site manager more efficient.
Almost like an administrator for only a specific channel set.

Hi Jeremy,

no this is not possible.
Group creation is reserved to administrators.
