CMS2001 restore giving "failed to lock"

After a HDD crash, we have reinatalled MCMS2001 and used
a backup of our database. However, we are getting
a "Failed to Lock Item. Would you like to open it in read-
only mode?" error for nearly all actions in Site Builder.
Also, no content is being saved from webpage editing,
though with no error being thrown. Content is displaying
correctly.

We have checked permissions etc but am out of ideas. Has
anyone had this problem?
