Using MCMS2002 with SP1A on Windows 2000 with SP4, SQL Server SP3A.

Situation:
1) we have a many pages with "attachments" (e.g. word document, PDFs, Excel
file) in them.
2) On one or two pages only, we have a small number of users who complained
that they can't download/view the attachments (they get HTTP/403 Error,
although they *can* view attachments linked in on other pages they have
visited on the same site.

Sorry if it's not too much info, but is there anything I could do to track
down the cause to the problem? Some "special" settings in IIS virtual
directories, perhaps??

Additional Info- the attachments are from the Resource Gallery and I did
checked and could confirm
1) In SCA, Guest access enabled, using the account MyDomain\cmsguest
2) Under Site Manager-> User Roles-> Guests, there is a "CMS Guests" group,
with members MyDomain\cmsguest and it does have permissions on all resources
recursively.
