workflow not respected for pages created by administrators

| Kind all, I am experiencing the following issue:
I authored the pages of a website logging as administrator
(auto-approve).
I am experiencing this issue: If log as editor - to the channel I
assigned a moderator too - and I open a page and modify it, at the I
am able to directly Approve it.
This is not what I expected as I have the moderator on the channel too
and so I expecteded to not be able to have
the page approved until the moderator approval.
This issue happens only in the case I log as editor and I try to
modify a page previously created / published by an
administrator.
This issue don't happen instead in the case I author the page as
editor: in this case the workflow is respected as I cannot
publish the page until the moderator approved it.
I don't know if anybody could kindly give me some indications on
this...

You will doubtless be inundated with replies to this. But here it is
anyway.
Moderators approve property changes
Once a page is initially published any content changes can be
published by the channel editors
So the Moderators role only kicks in if property has been changed. SO
when a posting is first created all of the properties are new so the
Moderator has to approve the publication.
After that any changes are generally to the page content and the
editor has the rights to publish the page.
If however a page property is changed (Page name, or whatever) the
Moderator role will kick back in and the page will require Moderator
approval before being published.
NOTE: If a previously published page has a property changed (and
requires Moderator approval) it is removed from publication. So it
disappears from the site until republished.
This doesn't happen with content changes as the page stays on the site
displaying the old content until the new one is approved.
P.S. The Moderator role is a nuisance
