Admnin Rights!!!!

Hi one of our developers use to be a member of the CMS admin role. even
after we removed him from the admin role he still can perform all admin
tasks..creating channels ..creating rights groups etc.!!!!!!!...i tried
clearing the cashe as well ..no luck...
right now Administrators is the only group avaiable in this particular cms
CMS dabase.

His account is possibly a member of another Windows Group which is a memeber
of the CMS Administrator Rights Group/
