is there a way to address page elements while in edit state. For example I
would like to reposition a layer containing a HTML place holder while the
page is in an edit state so that it doesn't overlap with other HTML place
holders.

Hi Chris,

that is more an ASP.NET/HTML/Javascript related question.
You should post to such a newsgroup. Actually what you describe sounds like
webparts as they are supported with ASP.NET 2.0
