Why can we NOT load the Site Manager when the mode when the Read-only option
is set in the SCA?

When we switch back to Read-Write, we can load it..

Is this normal behaviour?

Hi Ramzi,

the reason is that SiteManager is used to update a site.
In read-only mode the files used by SiteManager are not available on the
site.
That is by design.
