Http Error 403 When clicking on "Switch to edit site"

| Hi,
We're running two CMS Databases on one system (for testing purposes), using
DCA to switch between them. When a user that is part of the administrators
group in the one cms database tries to edit the site(any template)(windows
authentication asp.NET)(Windows 2003) , he receives HTTP 403 Access denied.
The editing mode works fine on the other cms site.
Please help.

does this happen for all users or only for this one specific user?
