The deleted resources still appear in the deleted gallery of the Site
Manager's Resource Gallery view. I restored the deleted resources by using
the Site Manager to drag the resources from the deleted gallery into a
temporary gallery.

The author has rights to the entire website (all channels, resource
galleries and templates). But, I would guess does not have rights to the
deleted folder.
