Author switching locks from one author to another

Hi there!

Sorry if this is a newbie question.

Two writers in our documentation department need to work on each others'
pages, however they cannot publish them yet as the pages aren't yet ready.
The pages have a status of Saved, but can only be altered by the creator or
by an approver. How can I make edits possible by any author? Both
individuals impacted are members of the same authors group.
