importing a package problems. fix doesnt work

| i have installed MCMS and am trying to import a package from an old server. i
kept getting the error:
Error: 0
Description: 007~ASP 0104~Operation not Allowed~
Severity: 5
Source: NRXMLMarshaler.NRFileUploadResponse.1
Debug info: N/A
Extra info: N/A
Client Source: CImProgress::ProcessPackage
Recommended Action: N/A
so i followed the instructions on this link:

the only ID's i can find in my metabase file are 1, 17877, 17876
I have tried adding the xml excerpt from the link for each of those ID's but
to no avail. i tried each individually, all together and nothing works. i
keep getting the same error. Any ideas as to what is causing this??

also, just as it might be of some importance. when i stop iis to edit the
metabase file, i have to actually stop iisadmin service using "net stop
iisadmin" command, otherwise i cant save the edited metabase file. i then
start the site again through either the IIS console, or with the
iisreset/restart command. could that be affecting anything?

| Hi Schmintan,
I assume you did not edit the instance ID of the website correctly.
1 = default website. If your website has a different instance ID you need to
add this.
In addition you need to enable direct metabase editing in the IIS MMC if you
would like to maintain the metabase while IIS is running.
