Service unavailable when creating mcms page

Why is it that when I tried to create a new page from mcms template it
displays "Service Unavailable" error page? I saw that the templates are in.

Steps:
1. Launch http://<servername>/channels
2. Change to edit mode.
3. Click "Create new page"
4. Select a template
5. Click on the "Select" icon
6. System displays "Service Unavailable" error page.

this is not a known issue.
Please open a support case to get this analyzed.
