Simple Import Fails

| Using Site Manager, I exported a single template from my dev environment.
When I try importing my SDO using Site Manager into my user test environment
I get access denied.
I'm thinking this is an IIS issue but not sure.
So are there some special security requirements for IIS virtual directories
or otherwise?

Note: I'm using CMS 2002 sp2 on a Windows 2003 SP1 OS.

please ensure that anonymous access is enabled on the /NR and /MCMS virtual
directory and all included directories.
Removing anonymous access from these directories is not supported.

Does Site Manager care how big the import file? Or rather is there a
threshold I should follow when exporting/importing?
