When uploading a large file in the resource gallery, we get this message.
This only happens when using this page:

CMS/WebAuthor/Dialogs/ResourceBrowser/Authoring/AttachmentResourcesBrowse.aspx

When using this page, it works fine:

CMS/WebAuthor/Dialogs/ResourceBrowser/Management/ResourcesBrowse.aspx

I haven't heard about such a problem.
You should open a support case for this.
