Visual Studio Add-in like tool for the Production Environment

Hi,
Is there any tool out there like the Visual Studio Add-in that comes with
CMS to manipulate Templates. I want to use this tool to create and modify
Templates on the Production Environment. I cannot deploy Visual Studio on the
Production Environment.
