Why CMS server cannot start automticly when I restart the server?

The root server reported an error Initialization Failure. (Reason:
Unable to connect to the database using the provided connection
string. Reason: [Microsoft][ODBC SQL Server Driver]Timeout expired).
Failed to register with the CMS SYW2003. Please make sure the CMS is
up and running. Attempting an automatic retry...
These above are the event logs.
I think it is the SQL DB is not started when CMS try to start.
So is there any solution? Or there is another reason?
My SQL is 2000 and it is on the same server with Crystal.

is this Microsoft content Managment Server?
I ask because the error message "the root server reported and error ..." is
not a message I have ever seen.

what is this "BusinessObjects_CMS".
It is not from MCMS.
Is this a custom component you have installed?
