Error in when inserting images in Resources gallery in MSCMS 2002 SP2

| Hallo
We have a problem when we are trying to insert image into Resources
gallery in mscms 2002 with sp2. This has worked fine until we
installed sp2, the imagefiles that couse the problem is with swedish
character =E4,=E5 and =F6 in the filename ex . s=E4ndfil.jpg.
Does anyone know about this error?

Hallo Stefan
We have a one site internal where the cms-user publish there postings
and one site external where anyone can see the site.
a script export sdo-package to the external site, so it works fine to
publish images with the swedish charaters internal but not external.
The machines are configurated equal.
The posting is working fine but the images are not present in the
posting.
We get this in the application log, but I don't know if its related to
this problem.
An unrecognized request was received by the CMS ISAPI Filter. The
request was mapped to the CMS read-only resource cache virtual
directory but the URL format did not correspond to a CMS Resource. The
CMS ISAPI Filter did not process the request and allowed IIS to handle
it instead. The requested URL was '/NR/rdonlyres/FF5451EB-E88C-4785-
BE48-B2CF32A403EA/12688/g%C3%83%C2%B6sta.jpg'.
This is on the external machine.
