URGENT! MOSS Anonymous access issue

I know this isn't a MOSS group but I thought I would try. I have a
MOSS site that I am trying to deploy and it needs to allow anonymous
access. I am at my end. Any thoughts?

Here is what I have tried.

1) Made sure IIS has anonymous access enabled.
2) Gone to the site settings and enabled anonymous access.
3) When I created teh web application I checked the box to enable
anonymous access.
4) In Web Policies for application the Local Service has full control.

When users hit the home page they are fine. When they try to navigate
to any other page they are prompted for authentication.

HELP!!!
