Can't connect to SCA

| I have been using CMS 2002 SP2 for some time now with no problems.
Today I tried to access the SCA and I get prompted for credentials.
(This may not be ideal, but it has been working for me until now) When
I enter my credentials, it prompts me again. After three tries, I get
a 401.1 error.
"HTTP Error 401.1 - Unauthorized: Access is denied due to invalid
credentials.
Internet Information Services (IIS)"
I have checked IIS and the site does not have anonymous checked and it
does has integrated checked. The NRConfig virtual directory is set the
same way.
In Windows Explorer, there is a folder under the SCA called
aspnet_client
This problem is on our production server. All of our CMS sites
function properly and I am able to edit the sites. The only thing I
can think of that has changed is that we installed WIN2K3 SP1 and SP2
recently.
Any ideas?

the account accessing the SCA needs to be a local administrator.
