User Rights Problem

We've added a new group under the Subscribers Role hoping to have a
subscriber user with access to more of the site than the default subscriber.
We've also set up a new user to go into this new group. When we authenticate
as this new user that should have subscriber rights to a certain section of
the site it appears that they have administrator rights. They can see the web
console, and they can even create and approve pages. The only other users in
the site manager are administrators, and this user in not in the
administrator group, but seems to have those rights. Does anybody know why
this might be happening. Let me know if anybody else has run accross this
issue.
