Does anyone have experience with creating an actionable email for abandoned
carts. What I'm looking for is functionality that would imitate a shopping
basket within a user's email. The user would have an "Checkout" button where
it would take them to the web site's checkout process with the items that
were in the email. Any direction would be greatly appreciated.

I would consider using order templates to hold the contents of the "saved
basket". Use CDO object model to send the mail, generated from an ASPX
page that uses the Commerce Server object model to render the basket and
store it away as a template. Be sure to secure the page appropriately.
