Property 's_AuthManager_EncryptionKey' , not found in Admin Databa

| We have recently deployed the data warehouse features of Commerce Server,
specifically the DTS package that loads the warehouse incrementally. The
error below started occurring intermittently on our production servers. The
only other change to our site was adding some additional code to the
AutoCookie.aspx page.
Anyone seen this before or have any ideas?
The full error is "AuthManager(CommerceServer): SiteConfig:Property
's_AuthManager_EncryptionKey' , not found in Admin Database, for
MS-Commerce-Site '<sitename>' "

I searched Google groups for 's_AuthManager_EncryptionKey' and got several
hits. It's not clear to me what the root cause is. One possibility is a
problem with the CSApp.Ini file. See KB 295544:
http://support.microsoft.com/?id=295544. I've also found support cases
noting that install instructions weren't executed correctly, in particular
that SetupDevEdition.cmd wasn't exeucted. Another found that doing a
"repair" of the installation solved it.
Another case had this resolution:
Please verify using Commerce Server Manager (CSM) whether you have "CS
Authentication" resource under Site Resources.
This resource is required. If you do not have that, you can add by going to
the specific Commerce Site using CSM and add a CS Authentication resource.
If one of these don't resolve the issue, I suggest looking at all the past
newsgroup posts related to this (search Google groups) and see if any of
the other suggestions posted solve your issue.
I hope that you will let us know the one that solves it for your case, I've
seen this one myself in the past and would like to understand the issue
better and how we can give better diagnostics around this.

| Do you have an encryption key in the properties for the site or has it been
cleared. There's an encryption for the cookies that the DW components need
to decrypt them. I've never tried blanking that out. It might give a
similar error...

| Just a follow-up, but I have found two scenarios that could trigger this
error:
1. If the AddressKeyName setting in CSApp.ini file for the site refers to a
Commerce Server application that doesn't exist within the site, then it
could cause this error. Note that AuthManager doesn't use any other
setting in CSApp.ini but the AuthFilter does.
2. If the CSApp.ini file doesn't exist for the site and the application
name is not the same as the site name, this error may be raised.
We'll be fixing the error message and improving the error handling around
these cases so that in the next version of Commerce Server when these
situations arise, it should be much easier to troubleshoot.
Let me know if you find any other situations that may trigger this error.
