Thought I would supply some more information.

This solution is on Windows Server 2003, Commerce Server 2002 sp2.

Several people have suggested the following guide:

But it does say that:
This procedure applies only to Commerce Server 2002 Service Pack 1

So does this also apply to Sp2?

I have noticed that it is the SQL Server Task that is failing to run
as it complains it does not have access to a particular COM interface.
This error still comes up when you tell the task to run as
Administrator!

Yes, that KB article still applies to SP2 (and likely all future SP's of
CS2K2). The reason is that starting in SP1, the CS2K2 services are locked
down by default and must have their security explicitly configured using
dcomcnfg.
