XDR schema creation tool? (for DictionaryXMLTransforms)

Ideally I would create an XML schema and then convert it to an XDR schema
with some tool. xsd.exe only seems to go from xdr to xsd.

Unless I'm mistaken and DictionaryXMLTransforms can cope with XML schemas
(not XDR ones)??
