| Can we create a commerce server site programmatically on the fly with c# code. For example, user create a commerce server site from a web interface.
Is there any Commerce object, or API or Web service provided to do that without human interfere?

| No there are no provisioning APIs like this. You have to use PuP to create
(unpackage) a commerce site. Of course you can use silent UnPuP
programmatically as one option.
