Did you start with any of the solution sites that come with Microsoft?
Read the documentation relating pipelines, you must calculate the tax in the
total pipeline. If you started from the retail2002 solution, check out
checkout.aspx (and the code behind), and the web controls that it contains. I
don't have that solution installed here, but I think that information should
do to get you started.
I don't think anyone will take the time to explain to you in detail how that
is done, you need to do some research.
