| I'm using Commerce 2000 to sent out emails to user. If for example, emails
are to be send out to user at 7pm, approximately how long will Commerce 2000
takes to package this email alert. What about new users who subscribe to the
services at, say, 6.59pm. Will this user also be included in the email alert?

| I assume you are using the DirectMailer to do this.
The answers to your questions are both "depends".
How long it will take to send the mails depends on how big your mailing
list is and whether each email is being customized (in which case it will
take longer), or if it is just a standard text mail (shorter).
It will also depend on the load on your mail server (Exchange or smtp or
some other type).
Whether a user who subscribes at a particular time will be included depends
on how you set up the mailing list. If it is a dynamic mailing list
(expression based), the user will get picked up as long as the profile
system has been updated to include that user.
If it is a static mailing list, then it will depend on whether the site
code that you have directly includes the user in the mailing list (using
the listmanager) or whether this information is first cached on the site
itself and then written into the list after regular intervals.
