| Are you still seeing these errors. Best way to debug these errors is to enable logging. Log file will give you information about what key is missing. Looking at this error it seems like some component is expecting the
"Addresses" key which is not found in the dictionary. You can look at the component documentation to see how this key gets populated.

I have a site that I am currently working on. There are several errors
in the event viewer that look like the following.
Description:
Pipeline Error: Component Execution failed for component[0x6] hr:
0x80004005
ProgID: Commerce.SampleRegionalTax.1
Dictionary error: Value for key 'addresses' in dictionary 'Order Dict'
missing (expected a variant of type 9)
I'm not sure what is wrong and how to begin to fix or debug the
situation. Any help would be greatly appreciated.
