Removing tax on gift certificates in CS2002 FP1

I am trying to enhance my current Commerce Server site by allowing the
user to buy gift certificates. Unfortunately, whenever I check out,
the pipeline still applies the tax rate for the state I select. I have
set up a custom field in the catalog called IsTaxable and set this to
0. However, I am not sure how to implement this so the pipeline uses
it. Also, a particular type of User won't need to pay taxes either so
I'm also trying to implement this on a user level as well as a catalog
level. Has anyone else done this before in CS2002 FP1? Any ideas
would be greatly appreciated. Thanks in advance. =)
