I've used CyberSource to do tax calculations. I don't know if they'll
support a pipeline component in cs2007, but it used to be really simple to
drop their component into the total pipeline and map it up to the billing
address. I'm not sure if they handle shipping calculations, though. Most
e-commerce sites I've worked with use one of the built in algorithms
(typically step-wise shipping) to calculate these values.
