TrackingNumber not being created

I am submitting an order via BizTalk Server 2006 using the Commerce
Server adapters for BizTalk. The order gets created however a
Tracking Number is not being assigned by Commerce Server after the
order is submitted. What might be the reasons for this?? Thanks.
