Author Does CS Manager Synchronize Values disrupt a running site?

I've determined that the server configuration data in the MSCS_Admin data is
out of sync with the physical configuration and this is causing problems
with my Data Warehouse load. I want to correct the data, either manually or
via the Synchronize Values button in the application properties in CS
Manager, and then reload my Data Warehouse. Can anyone tell me if changing
this data in CS Manager (IP address, TCP port, SSL port, log file path, and
log file period) either manually or via Synchronize Values disrupts the
performance of a site. Do I need to stop the site or do the change off hours
or is it safe to do in the middle of regular business hours when the site is
in full swing?

Thanks,
Zoe
