Is there a document describing how to install CS on Windows 2003 without using Active Directory?
There are front-end web servers, a SQL server of course, and back-end servers as well. Each server is its own workgroup.
In the installation guide there's a section titles "Adding IIS_WPG as a SQL Login" and you cannot do that when not in a domain environment.

There's no document that I'm aware of that outlines installing CS without
Active Directory. But to address your SQL login question, you'll have to
use SQL auth to connect to your database. All of the connection strings
can be changed through Commerce Server Manager.
