Problem installing PUP files on CS2002 and Win2003

| Hi,
We are running into a problem when trying to install an application in
CS2002.
The CS2002 install is an upgrade of a CS2000 installation that was then
upgraded to Win2003.
The problem is:
1. Double click on blank.pup, the wizard starts
2. Select either quick or custom unpack (we want to do a custom unpack),
select next
3. The following message now appears in a message box
Commerce Site Packager was unable to contact IIS. This is usually caused
by one of three things. IIS is not installed, not running, or you have
insufficient priviledges. You will be restricted to only creating the
resources for this site. No applications will be installed. Please contact
your system administrator if you wish to install applications.
4. Click on OK, only the top 2 items are available for selection. The third
(the one we want to use "Add an application in the package to an exisiting
site") and fourth options are unavailable.
5. Click Cancel now as we cant do what we want to.

Checking the event log and there are no messages that look like they relate
to this problem.
The user we are using to run the wizard is a local administrator.
Has anybody else received this error and managed to find a fix for it?

| In order for Commerce Server to run on Windows 2003 server, Commerce Server
2002 Service Pack 2 is required. Please apply commerce 2002 SP2 -
available at
http://www.microsoft.com/downloads/...d658-cc3e-4846-

After applying Service pack 2, for Windows 2003 you will also need to have
a look over the documentation about running on Windows 2003. By default, a
number of services are disabled on Windows 2003 server that will need to be
enabled in order to run Commerce.
Commerce 2002 Service Pack 2 contains a script to assist with changing /
enabling the necessary settings. The name of the script (installed with
Sp2) is enablecs2002settings.vbs, this is installed with SP2 in the
\Program Files\Microsoft Commerce Server 2002\sp2 directory by default.
You can run it from the command line using "cscript
enablecs2002settings.vbs" - it will enable ASP, ISAPI, server-side
includes, and web-dav, as well as a few other Com+ settings...after
execution it informs you of the settings changes.
There are also some permissions you may need to apply if you are using
Integrated authentication with CS2002 for your SQL databases, these should
be documented in the SP2 readme and the commerce server 2002 installation
guide available on www.microsoft.com/commerceserver.

| I have performed all of these steps previously and the server is already
running our retail site successfully. This retail site was configured before
we upgraded to CS2002.
We wanted to add our BizDesk application and it was at this point that we
found this issue with the message appearing about being unable to access
IIS.
We also have another server which we upgraded which is running both the
Retail and Bizdesk sites successfully.
We seem to be encountering different problems on each server every time we
try to configure CS2002 running on Win2003.
Any other ideas greatly appreciated.
