This problem has been seen before when credentials are not being passed
correctly

Check that correct user has NTFS permissions on RefreshApp.asp

Can you access http://serverName/refreshApp.asp from the BizDesk machine
directly?

You also might want to review this article, as it was found to be related
to a similar issue in the past
